Risk Management (Continuity) Plan

This Outdoor & Retreat Ministries (ORM), Risk Management Plan (RMP), ensures the continuity of our services by partnering with staff, guests and constituent churches to support the health and safety of their families through crisis periods of Active Shooters, Contagions, Natural Disasters, and Power Outages. This RMP is updated as new occupational & public health practices emerge.
 
AGENCIES
Throughout this RMP, the term Agencies includes the American Camp Association (ACA), and the following government agencies whose regulations affect ORM locations:
  • Nationally, the Centers for Disease Control (CDC) affects both locations.
  • At the State level:
      Camp Reynoldswood
    (Lee County, Illinois)
  • Illinois Department of Public Health (IDPH)
  • Lee County Public Health Department (LCPH)
  • Lee County Fire Department
  • Camp Reynoldswood is physically located in an unincorporated area of the county.
    Wesley Woods Retreat Center
    (Williams Bay, Walworth County, Wisconsin)
  • Wisconsin Department of Health Services (WDHS)
  • Wisconsin Department of Agriculture, Trade, and Consumer Protection, Division of Food and Recreational Safety (WDATCP)
  • Walworth County Health Department (WCHD)
  • Village of Williams Bay Fire & Emergency Medical Services

  • COMMUNICATION
  • We leverage multiple channels to communicate this RMP to the Governance Teams, Contituents, Agencies, and site-specific staff, guests, and emergency medical services.

  • COMPLIANCE
  • All component Policies & Procedures comply with Agencies’ guidance for Day Camps, Lodging, Offices, and Outdoor Recreation.
  • Confirm that vendors also comply with Agencies’ guidelines.
     
    CONSTITUENTS
    The individual congregations that comprise the Northern Illinois Annual Conference of the UMC are our Constituents.
     
    CONTINUITY
    Our Operational Continuity Plan:
  • Reassign staff from non-critical functions if employee absence is a threat.
  • Update IT infrastructure to support the unique demands of each crisis, such as remote work, increased server loads, and physicalities.
  • Communicate updates and changes in real-time to those who need to take action, and to Governance Teams.
  • Designate chain-of-command and back-ups for leaders in critical roles.

  • GOVERNANCE
  • Our standing Leadership Team (LT), is our Crisis Leadership Team (CLT). The Team is comprised of the persons in the following paid, professional positions: Executive Director, Facilities Director, Food Service Director, and Program Director.
  • The Director of Connectional Ministries of the NICUMC provides direct supervision of the Exectutive Director, while the NICUMC Treasurer provides additional oversite, and the Director of Risk Management reviews and corrects Policies & Procedures as needed.
  • The Executive Committee of the ORM Board of Directors is comprised of professionals who review RMP Policies & Procedures and provide suggestions, critiques and corrections to ensure that staff and volunteers perform their duties as responsible stewards, in compliance with Agencies’ guidelines, Americans with Disabilities Act (ADA), the Health Insurance Portability and Accountability Act (HIPAA), Safe Sanctuaries guidelines, Active Shooter Safety Protocols, privacy laws, and wards of the state protections.
  • In regard to Contagions, the CLT implements procedural changes in real-time as Agencies issue new guidelines. The Executive Committee then reviews such urgently implemented procedures at their next regularly scheduled meeting.

  • HEALTH AND WELL-BEING
  • The health and well-being of our Staff Families and our Guests Families is our top priority at all times and in all situations.
  • Policies and Procedures are established to limit or prevent various families’ exposure to risk.
  • All Policies and Procedures prioritize staff and guest privacy while complying with Agencies’ guidelines, Americans with Disabilities Act (ADA), the Health Insurance Portability and Accountability Act (HIPAA), Safe Sanctuaries guidelines, Active Shooter Safety Protocols, privacy laws, and wards of the state protections.

  • POLICIES & PROCEDURES
    These Policies & Procedures are aligned to the level of threat, level of impact, and potential for escalation in each site’s home region which we define as county-level government agency in which each site is physically located.
     
    The specific policies and procedures are organized and described within the crisis categories:
    As of 04/11/2022, we have pulled several of these sections to update to the Standard Response Protocol.
